CBS Evening News – CBS News:
Excerpts from : Digital Photocopiers Loaded With Secrets

By Armen KeteyianNew York,
April 15, 2010

“It’s turned an office staple into a digital time-bomb packed with highly-personal or sensitive data.” If you’re in the identity theft business it seems this
would be a pot of gold.

“The type of information we see on these machines with the social security numbers, birth certificates, bank records, income tax forms,”

Affinity Health Plan, a New Your insurance company, which obtained the most disturbing documents: 300 pages of individual medical records.
They included everything from drug prescriptions, to blood test results, to a cancer diagnosis. A potentially serious breach of federal privacy lay.

Evidence keeps piling up in warehouses that many businesses are unwilling to pay for such protection, and that the average American is completely
unaware of the dangers posed by digital copiers.

NJ State Lawmakers Introduce Copy Machine Law

Posted by Michael Rey
June 17, 2010

Two New Jersey state lawmakers have introduced legislation that would require all hard drives on copy machines be wiped clean to protect the sensitive data retained on them.

Senator Bob Smith (D-Middlesex) and Assemblywoman Linda Greenstein (D-Mercer/Middlesex) are introducing the bill in the State Assembly today and Senate on Monday.

The bill was written after both legislators watched Armen Keteyian's investigation on April 19th into the security of data retained by hard drives on modern digital copy machines.

"In addition to the serious threat of identity theft, consumers are also vulnerable to serious social repercussions posed by sensitive medical records or police documents," Greenstein said in a press release announcing the bill. "There's a simple way to eliminate these risks and we need to make sure it's instituted."
The draft includes penalties for violations of the bill that start at $10,000 for the first offense and up to $20,000 for each additional offense.

The state lawmakers are also introducing a resolution, "urging Congress to enact similar legislation at the federal level that would require the hard drives of all digital copy machines sold or leased in the United States to be wiped clean."

Who knew modern-day copiers were a threat

Who knew modern-day copiers were a threat to personal and corporate security?

After watching our CBS News investigation tonight you'll see the dangers posed
by digital copiers. Modern-day copiers - anything built after 2002 - are essentially
computers that store an image of every document scanned, copied or emailed
onto a hard drive.

Once that rather stunning fact sunk in, I started doing the mental calculation - adding
up the number of times over the years I've used the office copier or that 24-hour
shop down the street to make copies of my tax returns, investment portfolio, driver's
license, passport or bank records. Safe to say, it was not a good feeling.

As part of our investigation we purchased copiers at a warehouse where 6,000 used
copiers sat around waiting to be shipped to new buyers. As it turns out, our copiers
contained tens of thousands of documents.

You won't believe what we found.

The copier industry seems stuck in finger-pointing mode. Those that manufacturer
copies point to those that lease; those that lease point to those that distribute; and
vice versa. Outside of a few companies (one of which we highlight in our story),
nobody seems to be stepping up, speaking out about the hidden risk of personal
identity theft, the hidden threat to business security.

Second-Hand copiers can spill secrets:

CNET April 20, 2010

Nearly every digital copier built since 2002 contains a hard drive – like the one on your personal computer – storing an image of every document copied, scanned, or emailed by the machine.

Digital time-bomb packed with highly personal or sensitive data.

Turns our the newfangled, multi-purpose copy machines in your office keep a wealth
of copied data on a hard drive that anyone can hack. Businesses are completely
unaware of the potential information security breach when the office photocopier is
replaced.

“People have no clue of what the risks are” Photocopy 35 to 60 pages a minute –
people rarely think of them as computers, said University of Toronto computer science
professor Graeme Hirst.

“They are also networked computers, and they have all the same security issues that
a computer does, so all the same security issues arise.” Such as being targeted by
hackers. Any web-savvy, techno-whiz kid could easily access the hard drive.

The activity of photocopiers linked to an unsecured network can be seen and tracked
online. With a few clicks of a mouse, and no knowledge of how to hack, we could see
the latest activity of a photocopier in Korea, which included copies of invoice and
employee expenses.
